Negotiations between the JRA's three stable labour's unions(Kanto-Rou, Kansai-Rou and Mikoma-Rou)and the Trainers' Association broke down at 12.53pm on 23 May and the 24-hour strike, which will hold at midnight on 25 May, was announced at 1pm.

Details of the race meeting are expected to be finalised by around 5pm on 24 May, following discussions between the JRA and the Trainers' Association.
