On May 24, JRA announced that, as a result of the spring labor negotiations between the Trainers' Association and the Stable Labour's Union, the members of three Stable Labour's Unions(Kanto-Rou, Kansai-Rou and Mikoma-Rou) would go on a 24-hour strike from midnight on May 25 to midnight on the same day. Although negotiations between labor and management failed to reach a compromise, JRA race meetings will be held as usual on May 25 and 26 (Tokyo and Kyoto), and trainers, non-union staff, and hired help will perform this week's stable duties.

The strike was called the day before the Japanese Derby. Given the impact of the strike, one of the favorites, Sixpence, had to be transported to Tokyo Racecourse on Friday. Kyoei Kung Fu, who was scheduled to run in the Kyoto 8th race, on the 26th, had to cancel his race because he could not secure the necessary personnel for transportation and other reasons.

On the strike happening for the second year in a row, Kenkichi Sano, Director of Racing at the JRA, said, "Although this is a system that is allowed under the Constitution, we are sorry to cause concern to the many people who look forward to horse racing. As was the case last year, each trainer is aware of the situation regarding the holding of horse races and operations at the Training Center, and we do not believe that there will be any general impact on work," he explained.

Kazuya Nakatake, President of the Japan Trainers' Association, said, "With regard to the Union's spring strike demands, the JRA has been negotiating in good faith and doing its utmost to meet these demands, but unfortunately the situation has resulted in a strike. With the cooperation of the JRA and other related organizations, the JRA plans to run all of its managed horses in all races on May 25th. We will continue to do our utmost to produce strong horses to provide attractive horse racing for our fans, and we ask for your continued support of racing.

JRA also announced that due to the expected impact of the spring labor unrest on some stable employees, the Friday night and early Saturday morning sales (Friday 6:30 p.m. to Saturday 9:00 a.m.) for the Tokyo and Kyoto races on May 25 will be canceled, and only the Japanese Derby and Meguro Kinen on May 26 will be on sale.
